  中新网北京3月10日电(记者 许青青)“科研人员是科技创新的主体,承担单位是科技创新的重要支持参与者。进一步深化科研经费管理改革,对于激发科研主体活力,促进科技自立自强具有普遍而基础的意义。”全国人大代表、中国科学院院士、中山大学校长高松,今年建议着重关注进一步深化和优化科研经费管理制度改革。

  “科学研究特别是基础研究具有巨大的不确定性,然而目前国内绝大多数科研项目管理对研究目标、任务和成果有明确要求,对科学研究自由探索的‘包容度’仍不足。”高松调研发现。

  高松说,现实科研生产中,科研项目承担单位为科研活动提供人员聘用、水电、房屋、大型公用仪器设备等保障性资源,是科研人员正常并可持续开展科学研究的重要依托。然而目前各承担单位跟科研活动相关的运行成本得不到有效补偿,非常不利于持续激发科研承担单位的组织创新活力。

  对此,高松借鉴了国内外一些经验做法,提出了优化我国科研经费管理的解决方案建议。首先,要赋予作为科技创新主体的科研人员人财物支配权和技术路线决策权等更大的自主权,激发创新活力。一是结合科学研究特点,按研究类型进行分类管理。二是扩大科研经费“预算包干制”试点范围,尤其对青年学者前期科研项目更多实行“预算包干”制,鼓励青年学者找准研究方向。三是建立国内统一的科学合理的审计验收检查标准,让科研人员的精力更多回归到科学研究。

  其次,高松认为要完善运行成本补偿机制,激发科研承担单位积极性。他建议准确定义间接费用的内涵和细项并逐步增加间接经费的比例,明确规定间接费用中可用于补偿承担单位运行成本的比例;适当调整直接费用与间接费用开支范围,给承担单位更大的自主权,允许直接经费用来分担与项目运行相关的日常水电和实验室使用成本;扩大科研结余资金的使用范围,允许按照承担单位自有资金使用,分担人力、房屋、水电、研究生培养费用等运行成本。

  高松还建议,应在鼓励自由探索和持续放权下,加强信息公开与诚信建设,例如健全科研项目经费使用负面清单制度,建立科研诚信与项目申报管理、全国个人征信挂钩的机制,保障科研长期健康发展。(完)
